What Is DVBE Certification?

A Disabled Veteran Business Enterprise (DVBE) is a for-profit business that is at least 51% owned, managed, and controlled by one or more disabled veterans. California's DVBE program is administered by the Department of General Services (DGS) and established under Military and Veterans Code §999.

Eligibility Requirements

To qualify for DVBE certification in California, your business must meet all of the following criteria. DGS verifies each requirement during the application review — partial compliance disqualifies the application.

Veteran Disability Requirement

  • ✓ Served in the U.S. Armed Forces (Army, Navy, Air Force, Marines, Coast Guard, or Space Force)
  • ✓ Discharged under conditions other than dishonorable
  • ✓ Has a service-connected disability rating of any percentage from the VA (0% or above) — OR has been determined to have a disability by the Armed Forces

Business Ownership & Control

  • ✓ At least 51% owned by one or more disabled veterans
  • ✓ Daily management and operational control must be exercised by the disabled veteran owner(s)
  • ✓ The disabled veteran must hold the highest officer position (CEO, President, or equivalent)
  • ✓ No non-veteran may exercise control over the business that limits the veteran's authority

California Business Registration

  • ✓ Business must be legally registered to do business in California
  • ✓ Must have a physical presence in California (principal place of business)
  • ✓ Must be a for-profit entity (sole proprietorship, partnership, LLC, or corporation)

Common disqualifiers: Non-profit organizations, businesses where the veteran is a silent partner with limited operational control, and businesses incorporated outside California with no California office all fail the eligibility check. DGS site visits are common for businesses near the eligibility boundary.

The Application Process

DVBE certification is issued by the California Department of General Services (DGS), Office of Small Business and DVBE Services (OSDS). The process is entirely online through Cal eProcure.

    Create a Cal eProcure account

    Register at caleprocure.ca.gov. You'll need a California business entity ID and a business email address. The account is free.

    Complete the DVBE certification application

    Navigate to "Certification Applications" and select DVBE. The online form collects business details, ownership structure, veteran information, and trade/industry codes (NAICS/SIC). Budget 60–90 minutes for the first pass.

    Upload required supporting documents

    Attach all required documents (see table below). Incomplete document packages are the primary cause of application delays. Submit everything in the initial package — resubmissions add weeks to the timeline.

    DGS application review

    DGS OSDS reviews the application for completeness and accuracy. They may request additional documentation or schedule a site visit. Review typically takes 30–60 business days, though backlogs can extend this to 90+ days.

    On approval, DGS issues a DVBE certificate with your certification number and expiration date. You're immediately listed in the Cal eProcure DVBE directory and become discoverable to prime contractors statewide.

Processing timeline: Standard processing is 30–60 business days. As of early 2026, DGS OSDS has reported backlogs in the 60–90 business day range. Plan your application around upcoming contract bid deadlines — don't apply when you need the cert in 30 days.

Maintaining Your Certification

DVBE certification is not permanent. California requires active renewal and ongoing compliance. Lapsed certification means lost access to the 3% set-aside goal — and any pending contracts requiring DVBE participation are affected.

Renewal Requirements

  • ✓ Certification valid for 2 years from the date of issuance
  • ✓ Renewal application submitted through Cal eProcure before expiration
  • ✓ Updated documents required if ownership structure, disability status, or business information has changed
  • ✓ No grace period — expired certification removes you from the DGS directory immediately

Annual Reporting

  • ✓ Annual update required confirming no material changes to eligibility
  • ✓ Report total DVBE contract dollars received in the prior year (for program analytics)
  • ✓ Notify DGS within 30 days of any ownership change affecting DVBE eligibility

Set calendar reminders. DGS sends renewal notices, but don't rely on them. Build a reminder 90 days before your expiration date. Gathering updated documents and submitting the renewal application takes time — treat it like a tax deadline.
